Auxilary Services Same Host

We have services like notify, agent, vault. Currently, notify and agent are always standalone hosts, while vault is on a subpath.

This is inconvenient on standalone nodes that want to incorporate every service.

Proposal is to move notify and agents into /hm/api/agents and /hm/api/notify/*. They will have no frontend

Currently notify service is a remix app with some frontend abilities. Those frontend features will get moved into the main seed app.

On some environments like EE, all services will run at the same host. For the main prod instance, we will keep agents on a standalone host.
